Cell Phones and Other Personal Media Devices
Starting with the 2025-26 school year, the Governor of the State of Oregon, has through executive order banned the use of cell phones and all other personal media devices in all public schools in Oregon. This order is not optional for schools. School boards are required to have a policy in place this year that supports this action.
Personal electronic devices may not be used during regular instructional hours. These devices should be OFF and AWAY, kept out of sight in a student’s backpack or locker. This includes the passing time between classes. Students are only allowed to use their devices before school starts at 8:00 am, during lunch and after school has ended for the day. Students that need to contact their parents or guardians during this time for urgent matters must use the phone located in the main office. Parents wishing to contact their student for urgent matters should call the school office or wait to communicate during non-instructional time.
This order includes personal electronic devices that can make calls, send texts, or access the internet via cellular data. This includes smartphones, web-enabled flip phones, cellular-capable tablets and e-readers, smartwatches, smart glasses, and connected headphones or earbuds. This does not include school issued devices or other devices required to support the school’s academic activities.
Exceptions - Personal electronic devices may only be used when use complies with the terms below:
- The student’s medical provider’s order for the care and treatment of a medical condition
- The student’s individualized education program (IEP) or other educational plan provides for this exception
- A written exemption was provided for the student based on a request received in JFCEB-AR.
*(School administration will respond to such a request within ten school days)
Students in violation of this policy may be subject to disciplinary action. Discipline for mere possession or use of a personal electronic device may not include loss of instructional time for the student (suspension or expulsion), but could include detention. However, if the actions taken by a student violate another conduct policy, the student may be subject to discipline up to and including expulsion.
Warning Days - First 4 days of school
Step #1 - Phone to the office, parent notified, student picks up phone after school
Step #2 - Phone to the office, parent notified, parent picks up phone
Step #3 - Phone to the office - parent notified, parent meeting, parent picks up phone
Step #4 - Phone to the office - parent notified, parent meeting, additional consequences
***All violations will be documented and tracked on a shared spreadsheet by staff
